Traveling in Florida With an Emotional Support Animal

Traveling in Florida With an Emotional Support Animal: Hotels, Vacation Rentals, Airbnbs & Cruises

Florida is built for vacations: theme parks, beach rentals, the Keys, and some of the busiest cruise ports in the world. If your emotional support animal (ESA) is a big part of how you manage stress, you probably want them along for the trip.

The honest answer surprises a lot of people: an ESA letter protects your right to live with your animal at home, but it generally doesn’t apply to hotels, short-term rentals, or cruises. Here’s how it works, and how to plan around it.

Where an ESA Letter Helps (and Where It Doesn’t)

Where you’re stayingDoes an ESA letter give you a right to bring your animal?
Your apartment, house, condo, or long-term rentalYes, under Florida Statute 760.27 and fair housing law
College dorm or campus housingGenerally yes, through the school’s accommodation process
Hotels and motelsNo, only trained service animals have access rights
Short-term vacation rentals (Airbnb, Vrbo)Generally no, up to the host’s pet policy
Cruise shipsNo, major lines accept trained service dogs only
Airline cabinNot required, see our guide to flying with an ESA

Hotels: Service Animals Only

Hotels are “public accommodations” under the Americans with Disabilities Act (ADA) and Florida Statute 413.08. Those laws give access rights to service animals, meaning dogs individually trained to perform tasks for a person with a disability. Emotional support, comfort, or companionship alone doesn’t count as a task.

Housing laws that protect ESAs generally don’t cover short, temporary stays like hotels. So a hotel can apply its normal pet rules to your ESA, including pet fees, size limits, or a no-pet policy.

Important: Never present an ESA as a service animal. Misrepresenting a service animal is a second-degree misdemeanor in Florida.

Airbnb and Vacation Rentals

Short-term vacation rentals are usually treated like temporary lodging, not housing. That means your ESA is generally subject to the host’s pet policy and pet fees, the same as any pet.

The good news: Florida has a huge supply of pet-friendly rentals. Filter for “pets allowed” and message the host before booking to confirm any size, breed, or number limits.

Cruises From Florida Ports

Port Canaveral, PortMiami, and Port Everglades are among the busiest cruise ports anywhere, but ESAs can’t come aboard. Royal Caribbean, Carnival, Norwegian, and Disney Cruise Line all accept only trained service animals, and several state outright that emotional support animals can’t sail.

If you’re cruising, plan for trusted pet care at home or a boarding facility near the port.

Tips for a Smooth Florida Trip With Your ESA

  1. Book pet-friendly from the start. Many Florida hotel chains and rentals welcome pets; check fees and weight limits before you book.
  2. Bring your paperwork anyway. Your ESA letter won’t guarantee access, but rabies and vaccination records are often required by pet-friendly hotels and boarders.
  3. Plan for the heat. Never leave your animal in a parked car. Florida car interiors can reach dangerous temperatures within minutes.
  4. Know the beach rules. Many Florida beaches restrict dogs; look up designated dog beaches in the county you’re visiting.
  5. Pack comfort items. A familiar bed, blanket, or toy helps your animal settle in a new place, which helps you too.
  6. Check the weather. During hurricane season (June through November), know which local shelters accept pets. Our hurricane prep guide covers this.

Frequently Asked Questions About ESAs in Florida

Can a Florida hotel refuse my emotional support animal?

Yes. Hotels must allow trained service animals, but ESAs fall under the hotel’s regular pet policy.

Do I have to pay a pet fee at an Airbnb for my ESA?

Usually, yes. Short-term rentals are generally not covered by the housing protections that waive pet fees.

Can I bring my ESA on a cruise from Florida?

No. Major cruise lines sailing from Florida accept only trained service animals.

Is my ESA letter still worth having if I travel a lot?

Yes. Your letter protects your right to live with your ESA at home, including in no-pet buildings and without pet deposits, which is where it matters most day to day.
